--All Power Levels are rounded, such as Master Roshi's is known to be 139, which I have down as 140. It helps to memorize them better with easier numbers to remember, so hopefully that shouldn't be a big issue with anyone. Anyways, Mutaito was Earth's protector at the time, much like Goku was during his lifetime, which means his PL was high for a human and even a regular martial artist. Roshi had already climbed Korin's Tower by this time, and more than likely already reached his peak PL, which the same could be said about Shen. My theory for the reason that King Piccolo's PL being lower than Kami's is that Kami was more purely good than evil, as King Piccolo was all the evil released inside of him. With the evil not being as strong, King Piccolo wouldn't be equal to Kami in power. The reason for King Piccolo's power level decreasing over old age and Kami's not could only be that Kami is Earth's Guardian, and therefore keeps his PL at the level it was after splitting himself into two (Formerly the Nameless Namek).

--Goku's power level as 20 instead of 10 is due to the fact that he unintentionally killed his Granpa Gohan in the Saiyan Ape Form, which means he had to be over a PL of 100 because Gohan's PL was close to Roshi's. I'm sure you're also wondering why Bulma's PL is 5. Well, here's a chart to describe how I judge my human power levels:

--Goku, Krillin, & Yamcha all had PL increases, but none of them were quite as strong as Master Roshi, even though Goku was the closest. Bacterian & Ranfan's PLs are quite low for regular martial artists who made it to the final 8 in the tournament, but Bacterian merely conquered with his "bad odor" as Yamcha stated and Ranfan most likely got by in an easy division or either used her "looks" and feminine techniques such as against Nam to defeat her opponents.

RED RIBBON ARMY SAGA

--Goku wasn't able to defeat Major Metallitron completely, and only got passed him by mere luck. Buyon was a challenge for Goku as well, with Goku only defeating him with a strategy manuever. I also suspect Android 8 being a little stronger than Goku during this time, even though they never battled each other.

GENERAL BLUE SAGA

--General Blue is the strongest human fighter in the RR Army, and was a powerful enemy to Goku during the time period.

--Commander Red had no fighting PL, even though he was the leader of the Red Ribbon Army. Mercenary Tao defeated Goku faster than Master Roshi could, meaning his PL had to be over 140 at least. After Korin's Training, Goku was capable of defeating Tao.

--Baba wasn't displayed as being a fighter, so I have her PL as a average human adult female's. Fangs defeated Krillin, meaning he was stronger than him, and only lost to Puar & Upa because of the whole "how-to-defeat-a-vampire tradition". The Invisible Man wasn't actually stronger than Fangs in my opinion even though he was a higher-ranked fighter for Baba than him. His true power was that his opponents couldn't see him, unless he was covered in a visible liquid. I also think him and Yamcha were pretty equal in PL, with the only reason that he was winning was because of his invisibility. Bandages was stronger than both Fangs and the Invisible Man, as Master Roshi stated that no one had ever defeated him after beating the other two. Spike the Devil Man was Baba's strongest fighter, until Grandpa Gohan took his place. I assume that Gohan isn't much more powerful than Spike, but instead was a smarter fighter and knew of the fact that Goku's weakness was his tail.

TIEN SHINHAN SAGA

--A lot of PL changes here. Goku increased his a little since completing his training with Korin. Krillin and Yamcha also trained with Master Roshi, increasing their PLs significantly. By this time, Master Roshi knew that Goku was more powerful than him, but I also think Krillin was too by a little at this point. Tien proved to be Goku's equal in this tournament. Chappa was a former World Martial Arts Champion and went untouched in the entire tournament he won, meaning he was no ordinary martial artist. I'm also sure Nam increased his PL over the last 3 years, even if it didn't matter much to Goku's or his friends'. Bulma & Launch also aged from Teens to Adults during this period.

--All the characters from the previous saga retain their PLs, apart from Goku after he drank the Ultra Divine Water. Yajirobe was an equal match for Goku before he drank the Ultra Divine Water, meaning his PL should be around 180. King Piccolo's PL increased back to his original from the King Piccolo Wars after his wish from the dragon. Drum proved to be the strongest of King Piccolo's sons, being able to battle equally or maybe even better than Tien, while when Goku was still at a PL of 180, he was able to kill Tambourine. Piano wasn't a fighting son for King Piccolo, and therfore had a pretty low PL compared to the rest of his brothers. Mr. Popo was capable of outmatching Goku even after he drank the Ultra Divine Water, meaning he had to be higher than a PL of 255. Piccolo Jr's PL is just a result of simple addition, as he increased his PL to 320 over the next 3 years for the World Martial Arts Tournament. Basically, PL = 80 at birth, PL = 160 at 1 Year Old, PL = 240 at 2 Years Old, & PL = 320 at 3 Years Old.

--All of the main characters increased their PLs throughout their 3 years of training. Mercenary Tao's was increased significantly after being turned into a half-cyborg human. At a PL of 190, it could be assumed that he and his older brother Shen thought that was enough to defeat both Goku and Tien, who had PLs of 180 when Shen last saw them. King Chappa increased his over the last 3 years, in hope of defeating Goku in a rematch and reclaiming his "throne" the as World Martial Arts Champion. Chi-Chi increased hers greatly after being trained by her father, the Ox-King, who was trained by Master Roshi himself. He had to have been able to teach her some fighting techniques that he himself was taught by his master, meaning she would be a little stronger than an ordinary fighter.
